In November 2025, WELLE (Changzhou) Biofuels Co., Ltd. and Blue Whale Bioenergy (Zhejiang) Co., Ltd. officially signed a cooperation framework agreement. This collaboration marks a solid step forward for both parties in the collaborative development of the entire sustainable aviation fuel (SAF) industry chain, jointly promoting the green, digital, and coordinated development of China's biojet fuel industry.
According to the agreement, both parties will advance cooperation in the following two directions, leveraging WELLE's technological accumulation and mature experience in the field of digital operation throughout the entire lifecycle of waste oil, to jointly build a smart digital management platform for the SAF industry:
• Full traceability and quality control: WELLE will utilize digital technology to achieve transparent management of the entire process of waste oil and fat from kitchen waste treatment plants to SAF factories. Through dynamic collection and unified management of data from transportation, production, and other links, it ensures the authenticity and consistency of raw material quality, carbon footprint, and carbon emission reduction data, providing credible support for the environmental rights claim of Blue Whale SAF products.
• Smart Factory and Operational Optimization: Both parties will collaborate to build an efficient digital platform centered around the Blue Whale SAF factory. This platform will enable real-time monitoring and intelligent analysis of production conditions, thereby comprehensively enhancing management efficiency. Leveraging this platform, a digital equipment ledger will be established to facilitate refined management practices such as condition monitoring, fault warnings, intelligent inspections, and safe work permits. This ensures the stable operation of the factory under high standards and safe, controllable conditions.
This collaboration demonstrates the core competitiveness of WELLE Group in the construction of the entire waste oil industry chain system and digital precision management. Relying on its own investment and commissioned kitchen waste treatment plants, WELLE has developed systematic capabilities covering raw material collection, pretreatment, and digital traceability management. Currently, it has established long-term raw material supply cooperation with several leading biojet fuel enterprises both domestically and internationally. Among them, it has provided stable UCO supply to the Blue Whale Biojet Fuel Plant, and it is expected that the cumulative supply will exceed 10,000 tons by the end of 2025.
In the future, WELLE will continue to strengthen collaboration in the raw material and technology sectors of the biofuel industry, accelerate the large-scale and systematic development of the SAF industry, contribute to the construction of China's bioenergy system, and provide a demonstration model for the implementation of the country's "dual carbon" strategic goals.
