Recently, WELLE has won the EPC contract for the 200,000 t/y wastewater treatment project at Jiangsu Wanwei’s ethylenebased functional polyvinyl alcohol (PVA) resin project, with a contract value of RMB 44.88 million. The project has a wastewater treatment capacity of 300 m³/h and includes the construction of a demineralized water system to treat the effluent for reuse in the circulating cooling water system. This win represents a major breakthrough for WELLE in the industrial services sector for highend new materials in coal chemicals, marking the company’s completion of a fullindustrychain service loop for modern coal chemicals and further consolidating its leading position in the energy & chemical service sector.
01 Aligned with National Strategic Priorities, Supporting the Development of HighEnd New Materials
Jiangsu Wanwei project is a core initiative by a leading domestic PVA producer to deploy highend capacity. Its functional PVA is an advanced polymer material receiving strong national support under the 14th FiveYear Plan, and serves as a key raw material for emerging industries such as photovoltaic encapsulation and biodegradable materials. There remains significant room for domestic substitution in highend products.
As a global leader in PVA production capacity with over 30% market share in China, Wanwei HiTech’s project will enhance domestic independent supply capacity for highend PVA, break international monopolies, and safeguard the security of the new materials industry chain. The wastewater treatment system and supporting demineralized water station are core ancillary facilities — critical not only for project compliance and stable operation, but also for ensuring production water quality and enabling green manufacturing.
02 Encompassing the Full Coal Chemical Value Chain, Building EndtoEnd Industrial Service Capabilities
Modern coal chemicals are a core industry for ensuring China’s energy security and achieving selfreliance in chemical raw materials. Winning the Jiangsu Wanwei PVA project, together with WELLE’s previous benchmark projects, forms complete value chain coverage and demonstrates the company’s comprehensive service capabilities in the coal chemical sector:
·Upstream (coal gasification & coaltomethanol): WELLE has undertaken projects such as the Hubei Xinyi Chemical coalgasification methanol wastewater project, the Hubei Shuanghuan Technology coalgasification wastewater project, and the Jutai Energy largescale coal chemical integrated wastewater project. It has solved common industry challenges including high ammonianitrogen, high phenols, high hardness, and highsalinity brine treatment, achieving deep resource recovery of wastewater.
·Midstream (acetic acid and derivatives): WELLE won the Xinjiang Zhonghe Hezhong 1 million t/y acetic acid and downstream integrated wastewater zerodischarge project, precisely matching industrial service needs for acetic acid production and derivative processing, and establishing a fullprocess industrial service solution for basic coal chemical products.
·Downstream (highend new materials): The Jiangsu Wanwei PVA wastewater project bridges the entire coal chemical industry chain from basic energy to highend new materials. The addition of a demineralized water station extends the boundaries of industrial services, delivering an integrated “wastewater treatment + pure water supply” solution — a major breakthrough for WELLE in the highend coal chemical sector.
The accumulation of fullvaluechain projects not only validates the adaptability of WELLE’s technologies, but also gives the company deep insight into coal chemical industry pain points, enabling it to provide fulllifecycle industrial services from source reduction to endofpipe treatment, and from wastewater treatment to pure water production.
03 Built on Robust Technology, Demonstrating Breakthrough Strength in Coal Chemicals
With over two decades of expertise in highstrength organic wastewater, highsalinity wastewater treatment, and demineralized water production, WELLE has leveraged the core German BIOMEMBRAT® MBR technology, iterated and innovated to meet domestic coal chemical needs, secured proprietary patented technologies, and completed over 400 related industrial service projects. Its technical strength has been validated over the long term.
For the Jiangsu Wanwei project, WELLE will customdesign a wastewater treatment process tailored to the water quality characteristics of ethylenebased PVA production, ensuring stable compliance at a capacity of 300 m³/h. The accompanying demineralized water station will adopt an efficient purification process to produce pure water meeting production requirements, enabling water resource recycling and helping the project become a benchmark for green production of highend chemical new materials — further breaking through the integrated service bottleneck of “wastewater treatment + pure water supply” in the highend coal chemical sector.
04 Deepening Commitment to the Energy & Chemical Track, Continuing to Lead Industry Green Transformation
Listed on the Shenzhen Stock Exchange in 2011, WELLE holds Class1 contracting qualifications for environmental engineering general contracting and engineering design credentials. It has won three National SecondClass Prizes for Scientific and Technological Progress and is a national “Little Giant” enterprise specialized and innovative in its field.
In the energy & chemical service sector, WELLE has grown into a core service provider for industries including coal chemicals and petrochemicals. It has served dozens of major domestic chemical enterprises such as Wanwei HiTech, Hubei Shuanghuan, Xinyi Chemical, Xinjiang Zhonghe, and Jutai Energy, and has built hundreds of benchmark projects covering industrial wastewater treatment, water reclamation, demineralized water production, and zeroliquiddischarge. Its technical strength and project delivery capability are widely recognized, placing WELLE firmly in the top tier of the energy & chemical service sector.
This contract award is yet another recognition by the market of WELLE’s fullvaluechain service capabilities and technical expertise, and an important milestone in the company’s continued deepening in the highend chemical new materials industrial service field. Looking ahead, WELLE will keep technological innovation at its core, continue to deepen its presence in the energy & chemical service track, provide efficient, stable, lowcarbon, and fullprocess industrial service solutions to more chemical enterprises, and contribute to the green and highquality development of China’s chemical industry — ensuring the security of the national new materials industry chain and supporting the achievement of the “dual carbon” goals.
